Dutyholder
Any person who owns, occupies, manages or has other responsibility for non-domestic premises has a duty either to manage risk from asbestos, or to co-operate with those that manage the risk. In practice, this means anyone who ever carries out a repair, or arranges repairs, maintenance and other construction work on a property, is a dutyholder.

Strong Evidence
You must have strong evidence that a material or property does not contain asbestos, otherwise you must assume that it does. This evidence may come from analysis of a sample, documentary evidence (eg: an architect’s certificate) that ACM’s were not used in the construction of a building, or some other tangible evidence.
Type 1 Survey - Location and Assessment Survey (Presumptive Survey)
Locate the presence and extent of suspect ACM’s, but defer sampling until a later date. Unless strong evidence exists that a material does not contain asbestos, it must be presumed to do so and assessed accordingly. This means that some materials that do not contain asbestos will be included in a management plan, with a consequent increase in costs until sampled and proved otherwise.
Type 2 Survey - Standard sampling, identification and assessment survey
The objectives of the sampling survey are similar to those for a Type 1 survey, but samples of materials suspected of containing asbestos are collected and analysed. Any materials then demonstrated to be asbestos free, can be excluded from ongoing management requirements.
Type 3 Survey - Full access sampling and identification survey
This survey will normally only be required prior to the demolition of a property, or a major refurbishment of all or part of the property. The survey is highly intrusive, and in some cases destructive, aiming to establish the full extent of the area and volume of ACM’s, even if hidden in the fabric of the building.
